Job Description:
East Bay Municipal Utility District (EBMUD) enjoys a
longstanding practice of fostering a workplace where diversity is

employment. EBMUD is also embarking on the development of its first
Diversity and Inclusion Master Plan, and an EBMUD-wide project to
address racial equity and justice in its employment, management and
contracting. The Diversity and Inclusion Officer will play an
integral role in the work of these two projects. Serving at the
pleasure of EBMUD's Board of Directors, reporting to the Manager of
Human Resources and in collaboration with other Human Resources
management staff and the Office of General Counsel, the Diversity
and Inclusion Officer is responsible for managing the review and
implementation of EBMUD's Affirmative Action (AA) Plan and EEO
programs, supporting EBMUD's efforts to recruit diverse job
candidates, communicating and training EBMUD expectations to ensure
a respectful and harassment free work environment to all employees,
and addressing discrimination and workplace harassment in an
appropriate and proactive manner. The Diversity and Inclusion
Officer also acts in a liaison role for the activities of EBMUD's
Affinity Groups and Chairs EBMUD's Diversity Committee. This key
position will manage, monitor and compile statistical data to
report workforce utilization and underutilization and prepare the
annual AA Plan; take a lead role in EBMUD's Diversity and Inclusion
Master Plan project and implementation; provide direction,
guidance, training and interpretation to all levels of EBMUD staff
about AA and EEO policies; monitor state and federal legislation,
court cases and regulatory changes to ensure EBMUD policies comply
with existing laws and procedures and incorporate best practices in
the field; investigate or oversee investigations of discrimination
allegations; collaborate in the development of and provide support
to the implementation of EBMUD's workforce strategy/outreach
programs; design, recommend and administer EBMUD's internship
programs designed to provide temporary employment opportunities to
groups underutilized in EBMUD's workforce; provide supervisory
oversight of the team of professional and clerical staff, including
work assignment review, training and performance appraisals; manage
the operating budget for a small office to accomplish EBMUD's AA
and EEO Program goals; and represent EBMUD before governmental
agencies, EBMUD Board of Directors and committees, community groups
and legislative bodies. EBMUD is seeking a seasoned Human Resources
professional with the ability to advocate for programs, policies
and procedures, collaborate with EBMUD management and staff,
community leaders and other key stakeholders while striving for
positive outcomes and ongoing effective interpersonal
relationships. This visionary: Possesses exceptional leadership and

and managing the unit budget and to identify and implement cost
savings where appropriate. Has demonstrated knowledge and skill in
analyzing workforce statistical data to generate management reports
and the AA Program. The annual salary is $120,288 up to $173,640.
Initial placement within the range is based upon qualifications.
Appointment is typically made at or below the control point
($156,300 per year). EBMUD offers an excellent benefits program

training and career development. Requirements: 1. Education:
Bachelor's degree in business administration, public
administration, human resources management, industrial psychology,
or in a related field. 2. Experience: a. Four years of experience
in the analyzing of recruitment and selection methods,
administering EEO and Diversity and Inclusion programs (including
program development, implementation, monitoring and evaluation),
investigation or resolution of employment discrimination or
harassment complaints, where interpretation and application of
employment practice laws (EEO, ADA, FEHA, FMLA, etc.), regulations
and guidelines are required; OR b. Three years lead at a level
comparable to EBMUD's Senior Human Resources Analyst with technical
competency in the interpretation and compliance with federal, state
and local laws, regulations and guidelines relating to equal
employment opportunities, application of the merit system
principles, investigating and resolving complaints, effective
written and verbal communication skills and effective interpersonal
relations; OR c. Two years of supervisory experience in a Human
Resources unit/division with accountability for the implementation
of merit system principles, investigation and resolution of
employment practices and discrimination complaints; including
project management, development and evaluation of programs; and
employee performance management and measurement. Submit a completed
