DEPARTMENT OVERVIEW
As a security first organization, Technology Delivery Services
(TDS) is part of the Information Technology (IT) Department. The
TDS teams include Information Security, Planning (architecture and
PMO), Application Development, HR & Payroll Development,
Infrastructure, and Client Services teams. We maintain an

POSITION SUMMARY
This position is part of the Application Engineering group in
Information Technology Services. The Application Engineering team
provides UCOP departments with everything needed to build and
manage static websites, dynamic web pages, database-driven web
applications, and cloud-based software-as-a-service (SaaS)
applications to meet the needs of Office of the President
Departments and systemwide organizations.
Within the Application Engineering team, the Financial Applications
unit oversees 18 database-driven web applications that serve the
UC's systemwide financial transaction and reporting needs to
support the Financial Accounting department at UCOP. The Financial
Applications unit is also responsible for the operational support
of the Oracle Financial Information System (FIS) and Oracle
Financial Consolidation and Close System (FCCS); both systems
encompass 26 financial applications and services, including, but
not limited to: accounts payable, accounts receivable, asset
management, budgetary control, credit card processing,
depreciation, expense management, financial data warehouse, general
ledger, etc. The unit works with UCOP and systemwide customers to
evaluate their needs and to propose business solutions for both
audiences. Systemwide responsibilities include business
relationships with the Financial Accounting department, location
finance teams, location procurement teams, and a host of
others.
Under the direction of the Director of Application Engineering, the
Application Manager 1 is technically experienced manager who
directs a team of technology professionals who deliver service and
support to a systemwide audience. The Application Manager 1 is
responsible for shaping the strategic technical direction of the
unit, creating and overseeing the customer engagement frameworks,
and providing meaningful metrics. The Application Manager 1 will
provide back-up support for the Director, directly manage 8 - 10
resources that are in the following IT roles: technology leads,
business and systems analysts, and application developers.

Leadership: Manages and coordinates application development and
operational support of 18 database-driven web applications and 26
Oracle Financials-related applications and services to serve the
UC's systemwide financial transaction and reporting needs to
support the Financial Accounting department at UCOP. Responsible
for the entire software development process, including project
management, system design, system development, and rollout of the
associated system releases is fundamentally sound and well
executed. Manages and delegates programming and analysis
assignments by planning and coordinating and leading business
programming applications activities for Application Engineering.
Manages feasibility studies for new applications and/or revisions
to existing systems and oversees system development cost estimates,
budgets, and schedules. Manages, mentors, and directs the full-time
staff (technology leads, business and systems analysts, and
application developers). Manages business analysis, change
management and innovation in projects related to web development,
application development and systems integration. Provides direction
to employees following established organization policies and
management guidance. Administers organization policies that
directly affect subordinate employees and their assignments. As a
leader on the technology team, must be a pragmatic visionary that
can translate business needs into workable technology solutions
that scale both technically and operationally for systemwide
audiences. Partners with Director and other ITS leadership in
formulation and implementation of strategies related to web and
web-enabled systems that can enhance and deliver services to staff.
Assess standards for application development and define
best-in-class development standards, methodologies and policies to
address the rapidly growing business requirements and environment
complexity while managing security risk. Contributes to strategic
planning sessions with Director to move the unit forward in all
web-related technology. Provides back-up support for Director and
is authorized to make decisions in their absence that is in
alignment with organizational policy. With senior technical leaders
in ITS, align university business with the strategy, design,
development, execution, and policy/process adherence for
application development. Acting as a thought leader, develop
strategic roadmaps and departmental standards and processes.
Ensures application operations are running optimally following
industry standards for effective applications operations. Maintains
professional knowledge of current trends and developments in the
field and applies pertinent new knowledge to performance of other
responsibilities.

Customer Relationship Management: Creates customer support
framework to manage the support and project queues for the customer
base. Develops and maintains a strong relationship with the
business partners most closely aligned with the day-to-day work of
the technical staff to supply solutions. Creates and maintains
visible metrics for management use to ensure appropriate issues are
raised early and measured for efficiency and improvement over time.
Understands business needs and priorities, align IT standards,
strategies, and staff to the business, and establish a predictable
and reliable development framework and delivery process for
customer facing projects. Evaluates business needs for tactical,
operational solutions and makes solution recommendations to the
business partner and Director. Understands and communicates with
the business partners in business terms and uses this understanding
to assure the business partner's understanding of work status,
risks, issues, and proposals. Drives use of established standards
and processes that guarantee IT alignment with business strategies.
Works closely with business partners to deliver efficient and
effective business applications and processes. Ensures service
levels are understood and met.

Financial Management: Assumes Financial Management, in partnership
with the Director, in developing and monitoring operational and
budget processes, staff FTE, finance, human resources and space
planning for the unit and is responsible for budget activities
related to the unit.

Principles of Community and Communication: Builds communication and
collaboration among and between ITS teams, including Application
Delivery Services, Infrastructure Support, Release Management,
Information Security, and IT Client Services. Management to ensure
a complete and functional solution that delivers value to the
business and proactively engages other ITS managers in
cross-functional efforts. Openly shares plans and strives to
prevent surprises for other organizations. Fosters open
communication within and between teams. Communicates effectively
with ITS management, keeps Director apprised of any issues or
concerns. Takes a "no surprises" approach to communication within
the department and with the business.
Required Qualifications
At least 10 years of Financial ERP experience with at least 5 years
of management, or equivalent job experience.
Must have Oracle Cloud experience and worked on integration
strategies for cloud applications (Salesforce, Oracle Fusion, etc.)
integration and reports.
Strong knowledge of Operations Support best practices for Oracle
Cloud EPM/ERP
Superb interpersonal skills; ability to work on cross-functional
teams and foster the team's commitment to task and on time
delivery.
Critical thinking, persuasion / negotiation, conflict resolution,
mentoring and staff development, leadership / management, problem
solving, human resources policies and procedures relating to
management responsibilities.
Excellent verbal and written communications, with an ability to
express complex technical concepts in business terms and complex
