focuses on inspiring and empowering our customers to eliminate
unnecessary energy use, reduce their carbon footprint and save
money. We manage a diverse portfolio of products and strategic
programs that expertly deliver the right solutions across all
customer segments, sizes, geographic locations and engagement
preferences. As one of the nation's largest energy efficiency
portfolios, EE is helping to transform markets, set building codes
and appliance standards, and be the marker by which all other
utilities are measured.The EE Policy Shaping, Analysis, and
Compliance team seeks to shape and improve the policy and
regulatory environment to give customers choice and control over
how they use and manage energy and achieve California's climate and
clean energy goals. The team provides the larger EE team with the
right tools, policies, strategy, data analytics, and compliance
support they need to be successful portfolio managers. The team
works closely with the California Public Utilities Commission
(CPUC) and other organizations that administer ratepayer-funded EE
programs (program administrators) to develop and analyze EE
policies and strategies, recommend policy changes, provide guidance
on EE program compliance items, and communicate PG&E EE
accomplishments. The team also supports other PG&E lines of
business providing thought leadership on state legislative bills,
California Energy Commission (CEC) proposals, and other state EE
policy issues.Position SummaryThe analyst in this position will
support both policy/regulatory strategy and program evaluation
projects for PG&E's energy efficiency organization. Day-to-day
work will include researching policy issues and providing
recommendations, reviewing research studies and workplans,
coordinating strategy discussions and outreach to regulators and
stakeholders, facilitating/contributing to regulatory filings,
supporting the delivery of compliance requirements, and project and
budget management. We anticipate the successful candidate will
have:
- Comfort engaging and communicating with internal leaders and
program staff, other program administrators, CPUC staff, and other
EE stakeholders
- High accountability and ownership. Strong organizational and
project management skills and the ability to meet strict
deadlines
- Strong writing and communication skills. Ability to concisely
synthesize information and develop written summaries or
presentation materials for audiences who need different levels of

consensusThis position is hybrid, working from your remote office
and your assigned work location based on business need. The
assigned work location will be within the PG&E Service
Territory.PG&E is providing the salary range that the company
in good faith believes it might pay for this position at the time
of the job posting. This compensation range is specific to the
locality of the job. The actual salary paid to an individual will
be based on multiple factors, including, but not limited to,
specific skills, education, licenses or certifications, experience,
market value, geographic location, and internal equity. A
reasonable salary range is:Bay Area Minimum: $98,000Bay Area
Maximum: $146,000and/orCalifornia Minimum: $93,000California
Maximum: $139,000Job Responsibilities
- Policy/regulatory strategy:
- Support cross-functional teams in implementing CPUC and
legislative directives. Ensure compliance requirements are
identified, tracked, monitored, implemented, and accurately
reported.
- Support and coordinate PG&E regulatory filings (advice
letters, comment requests) in energy efficiency and related
proceedings
- Conduct research and analysis to help develop policy positions
and prepare input for regulatory filings and testimony. Advance
strategic positions by engaging with key internal and external
stakeholders.
- Review and interpret CPUC decisions, directives, and guidance.
Inform PG&E's Energy Efficiency team of regulatory requirements
and policy background.
- Evaluation responsibilities:
- Work collaboratively with EE portfolio management team and
third-party vendors to facilitate reliable program evaluation.
Coordinate fulfillment of requests for data from evaluators and
external parties, working with colleagues from multiple
departments.
- Track ongoing research and share status updates and results.
Review and draft comments on evaluation study workplans and
reports. Collaborate with regulators and other program
administrators to shape the course of research to inform statewide
EE strategy.
- Assist with the development, management, and coordination of
program evaluation studies.
- Manage evaluation contracts, vendors, and budget.
- Effectively communicate research activities and findings to
colleagues, CPUC staff, and stakeholders through multiple
channels.QualificationsMinimum:
- Bachelor's degree in Economics, Statistics, Mathematics,
Business, Finance, Sociology, Engineering, Physics or other related
fields or equivalent work experience
- 4 years of job-related experience, including policy, advocacy,
regulatory or legislative compliance, data analysis/management,
project/program management, business analysis, engineering, energy
efficiency, or a related field.Desired:
- Knowledge of, experience working with, or demonstrated interest
in energy efficiency or other demand side management programs
- Experience in one or more of the following areas:
- Public policy, regulatory, or legislative advocacy or strategy
development
- Public policy or social science research or analysis
- Designing, managing, and/or executing research studies, or
familiarity with research methodologies, applied statistics, or
sampling theory
- Supporting or executing regulatory filings or data
requests
- Preparing/reviewing RFPs and research or program proposals
- Analyzing qualitative or quantitative data or interpreting
results of data analysis
- Supporting or executing regulatory filings or data
requests
- Master's degree or higher in a relevant field
- Strong oral and written communication skills and the ability to
synthesize and summarize information
- Strong analytical and problem-solving skills
- Strong project management skills and ability to meet strict
deadlines
- Track record of collaboration, teamwork, and relationship
development
