serve.Position SummaryThis position is responsible for the
post-award financial administration of assigned grants and
contracts and is under the general supervision of the Grants &
Contracts Financial Manager. Responsible for funder billing, this
must be prepared in a timely and accurate manner. This position
works closely with the Grants & Contract Financial Manager,
Accounting Manager and program managers in the monitoring of grant
budgets to ensure compliance with approved spending plans.
Additionally, provides back up for accounts receivable and cash
receipts entry and for other accounting positions in the agency.
Must have strong interpersonal skills and the ability to cooperate
with and support accounting staff and program
staff.ResponsibilitiesDuties and responsibilities include, but are
not limited to the following:Post Award Grants & Contracts
AdministrationProvide post-award financial administration for all
assigned grants and contracts.Responsible for maintaining grants
and contracts database and files including the proper set-up of new
grants and contracts.Review all assigned grants and contracts for
billing, reporting and compliance requirements.Ensure the proper
set-up and maintenance of customers.Prepare fiscal portion of
grants and contracts progress and final reports and assure
submission by agency deadline.Responsible for ensuring compliance
with Uniform Guidance.Review all payroll and accounts payable
allocations for cost compliance, allowability and allocability.
Create allocation schedules to support allocation of personnel
costs, occupancy costs, and operating expenses.As assigned, review
payroll and accounts payable allocations for cost compliance, allow
ability and allocability.Prepare monthly account analysis of all
revenue and expense accounts related to assigned grants and
contracts and reconcile discrepancies as necessary.Track
administrative cost limits. Ensure administrative costs are below
cap while maximizing administrative costs.For assigned grants and
contracts track cost sharing requirements and ensure commitments
are fulfilled.Assist in the preparation of the annual Schedule of
Expenditures of Federal Awards.Prepare all assigned audit and tax
schedules.Respond to inquiries for special reporting
requests.Funder BillingSet up each funder billing in compliance
with grants or contract requirements.Request advances, draw downs
and reimbursements from various funding sources.Generate timely,
accurate, and fully documented customer invoices based on reports
from accounting system as assigned.Where needed reallocate costs
between customers.Track unbilled revenues and explain billing
delays.Create journal entries, reconcile balance sheet accounts and
perform month-end procedures.ReportingPrepare budget to actual
reports for program staff monthly and respond to questions.Assist
with the preparation of budgets for new and existing awards.Assist
Grants Manager with the Year End Organization Audit. Prepare audit
and tax schedules as assigned.Prepare CDE & CDSS audit schedules
under direction of Grants Manager.Prepare monthly reporting to CDE
& CDSS and enter in their portal.Work with Development and Program
Staff to prepare the Annual Budgets.Assist Grants Manager with the
monthly Finance Committee and Board reports.Accounts Receivable and
Cash ReceiptsRecognize unbilled revenue on a monthly basis to
support the monthly closing process.Recognize revenue from Deferred
Revenue monthly.Back up for Accounts Receivable and cash receipts
entry and aging.Respond to funder inquiries.Responsible for
creating weekly cash receipts forecasts in cash flow report.Other
dutiesProvide training to new and existing staff as needed.Provide
staff supervision when Grants Manager is unavailable.Assist with
review of Accounts Payable weekly payments to vendors. Check funds
and G/L coding to budgets before checks are written.Adherence to
internal controls policies and safeguarding of information.Provide
excellent customer service to internal and external
stakeholders.Maximize use of excel and accounting software and
minimize use of manual processes.Perform as back up for other
accounting positions in the agency.Perform additional duties as
assigned.QualificationsBA/AA degree in Accounting or
Finance.Minimum two years' experience in post award grants and
contracts administration, but more experience is a plus.Two or more
years of customer billing and accounts receivable
experience.Knowledge of GAAP and general accounting, with emphasis
on job costing or fund accounting.Prior experience with Head Start
or State child education funding is a plus.Nonprofit, government,
or University experience a plus.Knowledge of Uniform Guidance a
plus.Demonstrated ability to work independently and take
initiative.Ability to use critical thinking to solve
problems.Excellent organizational skills and ability to
document.Ability to prioritize.Strong attention to detail.Can
communicate and cooperate with accounting team and other
departments both verbally and in writing.Highly proficient in
Microsoft Excel.Essential FunctionsPhysical position requirements;
machines and/or equipment used:Must be PC literate MS Office skills
(Word and/or Excel).Regularly required to operate standard office
equipment (personal computer, photocopy machine, calculator, fax
machine, etc.).Ability to work on a computer up to 8 hours per
day.Regularly required to sit for long periods of time, with
periodic breaks.Regularly required to use hands to operate computer
and other office equipment.Occasionally may be required to stoop,
kneel, climb stairs, and carry or lift files and/or one or two
