Electrification and Efficiency Portfolio (BEEP) is an integral
piece of energy sustainability and creating a better energy future
for our customers, which is why PG&E has worked for more than
four decades to support customer efforts to reduce energy usage.

energy efficiency portfolios, PG&E is helping to transform
markets, set standards and be the marker by which all other
utilities are measured. Position Summary The Manager, BEEP
Solicitations will lead the ongoing administration of a Project
Management Office (PMO) within the BEEP Program Delivery team which
will continue to standardize and document the processes, systems,
policies and methods used to execute consistent, fair and
competitive 3rd Party solicitations for electrification (building
and transportation) and energy efficiency programs. This role, in
partnership with PG&E Sourcing, will lead the development and
implementation of various procurement-related efforts within the
broader E&D organization and serve as the primary contact for
new solicitation efforts, including the Clean Energy Transportation
(CET) team. This position will focus on centralizing procurement
activities taking place within the E&D organization as well as
to ensure that future building electrification and efficiency
solicitations are robust, compliant with Commission requirements,
and meet all other BEEP Portfolio goals and metrics. This role will
also be the primary contact for new electrification and energy
efficiency business models being proposed at the CPUC that will
require new solicitations to be designed and managed. The
successful candidate will have a proven track record of developing
and implementing competitive solicitations/3rd party contracting
and participating in associated governance structures; be
comfortable leading cross-functional teams; and have demonstrated
experience working collaboratively with a broad-range of
stakeholders to develop program or product strategies. The Manager
should demonstrate an ability to manage all aspects of an active
solicitation, including ensuring adherence to the appropriate
planning, budget, execution, and compliance processes. The
successful candidate will have excellent presentation, written, and
verbal communication skills; the ability to inform and influence
leadership decision making; and a strong ability to work
independently. The successful candidate will also recruit, develop,
and lead a team of at least four people focused on the execution of
competitive solicitations. This position is hybrid, working from
your remote office and your assigned work location based on
business need. The preferred work location is Oakland, CA. PG&E
is providing the full salary/pay range for this position. The
actual amount paid to an individual will be based on multiple
factors, including, but not limited to, internal equity, specific
skills, education, licenses or certifications, experience, market
value, and geographic location. The range to reasonably expect will
be between the minimum to the midpoint of the range. The final
decision will be made on a case-by-case basis related to the
factors above. This job is also eligible to participate in
PG&E’s discretionary incentive compensation programs. Bay Area
Minimum: $144,000.00 Bay Area Midpoint: $194,000.00 Bay Area
Maximum: $244,000.00 Responsibilities Develop and implement
resourcing strategy for future solicitation cycles for new programs
Work with BEEP and CET leadership to support assessment of future
portfolio needs across the E&D organization. Develop future
program/pilot solicitation RFPs and conduct those in partnership
with Sourcing in accordance with relevant procedures, guidelines,
and compliance obligations; lead resulting negotiations and
contract signing activities Evaluate bids and coordinate review by
stakeholder departments Present process and solicitation scoring
results to external Procurement Review Group (PRG) as needed Lead
PG&E’s regulatory activities for contract approval as needed
Update E&D leadership on project status and obtain management
approval where needed Manage a team of at least four solicitation
leads and support analysts in the development and execution of
E&D competitive solicitations. Qualifications Minimum: Bachelor
degree or equivalent experience 8 years of relevant experience
(electric industry regulatory, compliance, planning, strategy,
product or project management, policy, or related activities)
Desired: BA or BS in Business, Economics, Engineering, Environment,
Management, Public Policy, Science or similar area Experience in
electric industry regulatory, compliance, planning, strategy,
product or project management, policy, or related activities Prior
supervisory / managerial experience leading and coaching teams
Master’s degree in Business, Economics, Engineering, Environment,
Management, Public Policy, Science or similar area Excellent
written and verbal communication skills and ability to effectively
communicate with upper management Prior experience conducting
Request for Proposals (RFPs) or Request for Offers (RFOs) for
supply contacts or demand side services Contract negotiation and/or
evaluation experience Knowledge of electrification (building and
transportation) and energy efficiency programs Management of
regulatory compliance, planning, and reporting activities
Experience working with regulators on state and/or federal
regulatory issues Strong project management skills (PMP
certification) Strong process improvement skills (Lean Six Sigma
certification) Ability to thrive in demanding, deadline-driven
environment Strong focus on safety
