Job Description:

The Program Manager, Assessment, Coaching, & Mentoring will serve as a key business partner to the management team in leading the strategic design and structure to address an organization in heavy transformation and change. Working in close partnership with the Director, Talent, this role will help design and implement the winning strategy in support of employee mobility and progression within Blue Shield of California.This manager will support the execution of talent initiatives that roll up to the broader enterprise plan aligned with BSC's mission and short-term and long-term business objectives. S/he will leverage deep functional expertise to identify, enhance and drive the organization's talent management initiatives including talent team alignment to great place to do meaningful work enterprise pillar, 5-year strategic plan, and Human Resources / Internal Communications operation model. This manager will support the design and implementation of enterprise-wide assessment, coaching, and mentoring programs (e.g., succession management, talent reviews, professional development plans, leadership accelerator, high performing teams, and mentoring programs) across all levels of BSC.Candidate Profile and Requirements* Monitor and analyze the effectiveness of the programs, quickly diagnosing opportunities, and making recommendations for continuous improvement to enhance value and sustainability* Anticipate future needs of, or opportunities for, the business from talent and culture perspective; ability to prioritize requests in this space and manage stakeholder expectations* Quickly achieving a deep knowledge and understanding of BSC strategy and long-term vision and supporting organizational changes by developing and implementing appropriate change management plans* Staying current with external trends, best practices, and innovations and infuse these into the work products and the thought leadership offered to clients* Demonstrated track record of complex project management experience with a bias for action, ability to support concurrent projects, and an extraordinary attention to detail, while ensuring on-time delivery and quality using both internal and external resources* Superb interpersonal skills with the ability to communicate effectively (both written and verbally) across all levels in the business with strong sense of urgency and impeccable judgment* Track record of successful communication planning and execution, including experience with navigating sensitive communications and materials* Experience and expertise using psychometric assessments at all levels in large, dynamic, and complex environments to inform recommendations (e.g., identifying right assessments for program, development, potential, personality traits, motivation). Certifications in multiple psychometric assessments is a plus* Able to effectively thrive, quickly adapt to change, and navigate within a fast-paced and constantly evolving matrixed corporate environment* Strong ability to influence, collaborate, and build relationships with executives, key stakeholders, colleagues, and cross-functional teams in a highly matrixed organization.* Ability to assess potential opportunities, risks, and issues, and make recommendations to resolve or course correct as necessary.* Strong proficiency with Microsoft products and other standard office productivity applications required.* Utilize data analytics to evaluate the effectiveness, success and impact of programs in measurable ways. Leverage analysis to enhance future strategies and tactics.* Adept at handling highly confidential information* Experienced at developing executive-level material that enables robust discussion and decision making on rapid timeline* Experience defining, scoping, researching and framing data-driven solutions in response to business needs* Experience visioning and designing leading-edge talent and learning practices that are relevant, practical and appropriately reflect the business context* Highly flexible, self-directed, and adapts well to change and accelerated timelines.* Passion for learning with a growth mindset* 5+ years of leading cross-functional, cross-disciplinary projects required.* 5-7+ years of experience in leadership and executive development, talent review and succession management, learning and development, and/or organization effectiveness.* Previous healthcare experience preferred, not required.* Bachelor's degree required, with an emphasis on Human Resources, Leadership Development, Business, Communication, or related field preferred; Master's degree or MBA preferred.Additional Information* About Company: At Blue Shield of California we are parents, leader, students, visionaries, heroes, and providers.
