Learn more about the UC Office of the President DEPARTMENT OVERVIEW Knowledge Transfer & Innovation Partnerships (KTIP) is a newly organized systemwide unit resulting from the merger of the Knowledge Transfer Office (KTO) and Office of Innovation & Entrepreneurship (I&E). This new unit is located organizationally within Research and Innovation (R&I), a sub-Division of the Division of Academic Affairs at the University of California, Office of the President (UCOP). KTIP advances the University's mission in a broad range of activities related to the administration of the patenting/licensing of technologies, equity management and industry engagement. These responsibilities extend to all of the University of California campuses, Agriculture and Natural Resources (ANR), and UC-affiliated national laboratories: Lawrence Berkeley National Laboratory, Lawrence Livermore National Laboratory, and Los Alamos National Laboratory. KTIP contributes to an equitable and sustainable society by supporting the UC system in developing a diverse entrepreneurial culture. The unit achieves this through the aggregation of systemwide data, the systemwide coordination of related campus-based programs and the communication of the benefits of UC innovation and entrepreneurship across all sectors and communities throughout California. POSITION SUMMARY The Executive Director is responsible for advancing the University's mission in a broad range of activities related to the administration of the patenting/licensing of inventions, equity management and industry engagement within the University of California campuses, Agriculture and Natural Resources and UC-affiliated national laboratories: Lawrence Berkeley National Laboratory, Lawrence Livermore National Laboratory, and Los Alamos National Laboratory. The Executive Director supervises the University of California, Office of the President's Knowledge Transfer and Innovation Partnership (KTIP) unit, and is the principal staff officer for the systemwide Knowledge Transfer Advisory Committee (KTAC) and the UC Innovation Council. The KTIP Executive Director is a member of the senior cabinet of the Vice President, Research & Innovation. The Executive Director is a recognized leader and expert on a wide range of industry and academic trends in knowledge transfer, innovation, entrepreneurship and economic development. They represent the UC system with external stakeholders throughout the public and private sectors, both nationally and internationally, on matters of considerable diversity, complexity, risk and political sensitivity. The Executive Director also oversees a specialized staff to develop and administer initiatives, agreements, and policies that serve the UC campuses, UC ANR, and the three national labs. The position is responsible for directing the control of the unit's overall budget and organizational resources. Responsibilities 30% UC Licensing Support Services and Reporting: The Executive Director is responsible for providing support to the UC campus licensing operations, including the financial accounting, such as accounts payable, account receivable, licensing income, inventor payments, and annual distribution of revenue, as well as the annual reporting of UC royalty revenue amounting to $120 million annually. Serves as the delegated authority for UCOP licensing transactions. Oversees the accounting functions that support inventor payments of all UC patent holders. Provides support of patent prosecution functions for a subset of campuses. Maintains a database to support campus licensing operations. Delivers the annual reporting of licensing and equity income. 20% People and Budget Management: Directs a highly specialized unit of 35 FTE including six direct reports, an operational budget of $4-$5 million annually, and more than $120 million in annual systemwide royalty revenue. 20% Systemwide Leadership and Representation: The Executive Director is responsible for advancing the University's mission in a broad range of activities related to building a vibrant and innovative entrepreneurial culture and the patenting/licensing of inventions within the UC campuses, UC ANR, and three UC-affiliated national laboratories. Works across the campuses as appropriate to identify needs and impacts of new programs and initiatives. Engages in capacity planning and resource allocation toward the goal of supporting and prioritizing systemwide strategic initiatives in knowledge transfer and in innovation and entrepreneurship. Serves as the principal staff officer for the systemwide Knowledge Transfer Advisory Committee and the UC Innovation Council. Represents the UC system on national and international issues associated with knowledge transfer and innovation and entrepreneurship. Leads efforts to collect and report innovation and entrepreneurship data and metrics across the entire system. 15% UC Intellectual Property Stewardship: The Executive Director plays a major role in the development of institution-wide policy and implementation of related guidance, including through engagement with systemwide committees and groups, regarding intellectual property, patents, copyrights, licensing activity, equity management, and conflicts of interest. Coordinates this responsibility with the Research Policy Analysis and Coordination unit (RPAC) and UC Legal in areas of complementary interests. Establishes and implements the strategies and processes for managing the institution's intellectual property, including delegations of authority. Serves as the owner of the UC Equity Policy and Guidelines for Access to Facilities and Services. Advises on and/or executes exceptions to policy. 10% Innovation & Entrepreneurship Partnerships: The Executive Director actively engages with potential partners in government, finance, business, philanthropy and the scientific community to promote investment in UC innovations, to link UC entrepreneurs to potential funders, and to align and amplify UC efforts with State and regional priorities for economic development. Identifies opportunities for interdisciplinary research and serves to connect and support diverse stakeholders in developing and moving transformational UC science into public use. Develops systemwide guidance on the definitions and development of campus-based incubators and related guidance for external partner access to and use of these facilities. 5% Entrepreneurial Diversity & Inclusion: The Executive Director is the systemwide lead on the University's efforts to diversify entrepreneurial success. Coordinates and supports initiatives to enable students and faculty from historically underrepresented groups to overcome the barriers impeding the realization of their entrepreneurial aspirations and the commercial and public benefit potential of their innovations. Required Qualifications --

  • Bachelor's degree in related area and at least 10 years of experience managing intellectual property in a business or university environment or a combination of education and experience.
  • Strong financial, management and leadership skills.
  • Understands and appreciates research enterprise in an academic institution as it relates to intellectual property, technology commercialization, and entrepreneurship.
  • Demonstrated ability to communicate orally and in writing with diverse audiences.
  • Expert understanding of applicable laws, policies, principles for intellectual property, technology transfer, commercialization, economic development, private-public partnerships and has excellent connections to further these initiatives.
  • In-depth understanding of national and international developments in the management of IP license and related agreements.
  • Demonstrated interest in and commitment to diversifying the entrepreneurial pipeline and success.
  • Demonstrated excellence in leading large teams of people of diverse backgrounds and in developing the careers of staff at all levels. Preferred Qualifications--
    • Advanced degree in science, law or business.
    • Experience negotiating license agreements. Education--
      • Requires a Bachelor's degree with at least 10+ years of related business experience.
