Senior Director, Security Strategic Services Location Oakland, California Job Number 998860 Date posted 09/17/2021 The Senior Director - Strategic Services is a member of ESS-Security and whose remit is to support the achievement of Kaiser Permanentes topline goals through the deliver of key strategic services including oversight of the BCI program, special projects associated with critical program level operational risks, external relationship management, and management of the departments annual reporting cadence and long-term strategic planning cycles. The Senior Director is a member of the ESS-Security Leadership team charged with the design and implementation of ESS-Securitys overall strategic plan. The Senior Director is the single-source subject matter expert for department on the partner relationship, operational risks, benchmarking, briefing, and planning. The well-qualified candidate will have extensive experience effectively applying business administration principles in complex and dynamic operational settings; have well developed business acumen and competencies; be an excellent communicator; have a strong service orientation; and be skilled at problem-solving, decision-making, business plan development, and program execution to achieve desired outcomes.

  • The Senior Director manages the oversight of the BCI program and collaborates with ESS-Securitys senior regional leaders and BCI leadership to ensure alignment of operational and financial outcomes consistent with the Collective Bargaining Agreement.
  • The Senior Director is responsible for the delivery of special projects focused on solutions to critical program level operational risks identified through partnership with the Operational Risk Management team, through collaboration with domain experts throughout ESS-Security or BCI, or other business stakeholders. The Senior Director will leverage ESS-Security PMO resources, members of ESS-Security, or outside consultants to deliver full-view analysis and recommendations and may be required to conduct project briefs with senior leaders in conjunction with the Vice President-Corporate Security Executive. (Note: current projects in queue include the Staffing Model, ED patient watches, long-term risks to the healthcare security officer talent pool, reporting lifecycle to name a few.)
  • The Senior Director is the departments liaison with key industry associations such as the International Association for Healthcare Security & Safety, ASIS, and other healthcare organizations for the purposes of benchmarking, sharing of best practices, and sharing of intelligence.
  • The Senior Director manages the departments regular reporting requirements including the quarterly scorecard and annual report. The Senior Director also is charged with maintaining the departments strategic plan - inclusive of securitys risk inventory and profile - and for the strategic planning lifecycle to ensure department alignment to customer needs and organization goals (includes calibration with ORM and HCMs annual HVA). Basic Qualifications: -- Experience
    • Minimum fifteen (15) years directly related security operations, risk management, related military or law enforcement experience required.
    • Minimum ten (10) years senior security management experience with or without direct reports required. Education
      • Bachelors degree in Finance and Accounting, Management Science, Administration of Justice, Sociology, Public Administration, Liberal Arts, Political Science, or similar field required. License, Certification, Registration
        • N/A Additional Requirements:
          • Prior experience with security organizations, military or law enforcement agencies protecting people and assets of organizations.
          • Experience and expertise preferred with risk assessments and mitigation, threat management, investigations, and loss prevention, security technology integration, measurement and analytics, security-related policy development, business continuity, budgeting, contract/vendor negotiation and management.
          • Must be adept with measuring key program metrics, KPIs, Executive Reporting, building effective business cases which effectively rationalize resource allocation, and implementing new programs and initiatives.
          • Must be able to work through the absence of established processes
          • Ability to be a key change agent for process-creation, process improvement, hard-wiring, and implementing effective monitors and controls.
          • Must be able to work in a Labor/Management Partnership environment. Preferred Qualifications:
            • Advanced degree in Finance and Accounting, Management Science, Administration of Justice, Public Administration, Legal Studies, Political Science, or similar field preferred.
            • Member of the National Healthcare Anti-Fraud Association or Association of Certified Fraud Examiners preferred.
            • Professional affiliation with the International Security Management Association (ISMA), the Association of Threat Assessment Professionals, ASIS, other Criminal Justice/Public Safety organizations, and/or the International Association for Health Care Security and Safety (IAHSS) preferred.
