Summary Alameda Health System is hiring! The Director of Program Planning and Finance is responsible for collaborating with clinical and program management to develop coordinated efforts to maximize fiscally responsible and cost-effective services; oversees staff within the supplemental government reimbursement unit; develops strategies for program and funding enhancement.DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: Following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification. -

  • Supervises staff and manages employee performance; provides on-going performance feedback, addresses problems, orients and trains employees, verifies competency and identifies and suggests ways to develop skills; monitors workflow.
  • Directs the preparation of analysis, reports and recommendations on policy matters regarding programs and financing to the Chief Administrative Officer, Population Health, other executive-level managers, and outside agencies.
  • Oversees program and financial planning and preparation for a different Medi-Cal managed care model in Alameda County, including, but not limited to, implementation of CalAIM (including incentive payments), proposed transition to single plan model, carving-in mental health and drug Medi-Cal services, etc.; makes and implements recommendations consistent with new Medi-Cal managed care model that AHS participates in.
  • Leads development and direct risk stratification models that will be used to predict heath care utilization of AHS patients and identify interventions to reduce use of health.
  • Act as general liaison between AHS, California Association of Public Hospitals, Department of Health Care Services, etc. on programmatic/financial matters
  • Develops annual budget for supplemental funds.
  • Ensures that AHS maximizes supplemental funding through the Enhanced Payment Program, Global Payment Program, Quality Incentive Program and other similar programs (current and future).
  • Researches and develops potential avenues for securing additional permanent and supplemental funding (i.e. fee-for-service and Medi-Cal managed care).
  • Oversees AHS compliance with regulatory guidelines issued by governmental agencies related to supplemental government reimbursement.
  • Oversees full reconciliation of supplemental government reimbursement.
  • Reviews and presents financial and statistical reports required for supplemental government reimbursement.
  • Performs other duties as assigned.MINIMUM QUALIFICATIONS:Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.Required Education: Bachelor 's degree from an accredited college or universityPreferred Education: Master of Public Policy, Master of Public Administration or related area.Required Experience: Seven years of administrative and policy experience in health-related strategic planning and policy development, including analyzing, evaluating, coordinating and implementing organizational programs; three years supervisory experiencePreferred Experience: Experience within policy development ,involving Medicaid financing and Medicaid Waivers, the Affordable Care Act, public hospital financing, State and Federal health policies and budgeting, and State and federal health-related legislation and regulations; experience in leading and developing strategies for system improvements and new health-related programs and generating new or enhanced funding sources; experience with, interpreting State and Federal laws and regulations relating to healthcare systems and funding programs; experience advocating comprehensive improvements for multiple Medicaid and other health programs and public hospital systems ' funding.
