Role Overview
As the Director of People Operations, you will direct the Human
Resource Business Partner and Labor Relations functions for Alameda
Health System. You will plan, initiate, and facilitate the delivery
of human resources programs and services to support the
organization's business objectives and overall strategic plan. You
will act as primary AHS liaison to the bargaining consulting group
and foster an atmosphere of mutual respect, cooperation and common
mission throughout the organization.
Responsibilities
NOTE: The following are the duties performed by employees in this
classification. However, employees may perform other related duties
at an equivalent level. Not all duties listed are necessarily
performed by each individual in the classification.
Performs standard supervisory functions, including, recruitment,
hiring, on-boarding, training, coaching, mentoring, task
assignment, performance evaluation, progressive discipline,
conflict resolution and allocating staff resources.
Directs Human Resources Business Partners, Labor Relations team,
other Human Resources leaders and various subject-matter experts in
specific organization-wide initiatives (i.e. performance
management, change management, succession planning, satisfactions
surveys etc.).
Consults with senior leadership in establishing and following best
practices in policies/procedures, staffing effectiveness,
compliance etc., to maximize adherence to both short-term and
long-term strategic agendas.
In collaboration with the executive leadership team and outside
bargaining consultants, develops and implements ongoing labor
relations strategies in support of AHS organizational
objectives.
Provides senior leadership with progress reports, recommendations
for change, plans of action, timetables, and ongoing progress
reports.
Supports senior leadership in the area of the represented
workforce, including contract interpretation and
grievance/mediation/arbitration procedures.
Interprets trends obtained through various sources (surveys,
reports etc.) and initiates additions/ corrections to
policies/procedures as required.
Partners with HR Leaders to build and strengthen ongoing
cross-functional partnerships to ensure programs and projects meet
the needs of leadership and employees
Communicates HR dashboard across the system that capture ongoing
employee lifecycle activities as well as cyclical HR
activities
Participates in system-wide projects and initiatives to support the
HR function.
Performs other duties as assigned.
Qualifications
Any combination of education and experience that would likely
provide the required knowledge, skills and abilities as well as
possession of any required licenses or certifications is
qualifying.
Required Education: Bachelor's degree in Human Resources, Business
Administration or related field.
Preferred Education: Master's degree in Human Resources, Business
Administration, Organizational Development or related field.
Required Experience: Ten years' experience as a subject-matter
expert within various Human Resources environments (Talent
Management, Performance Management, Workforce Development, Benefits
etc.); five years within a union environment; experience in
employee relations, budgeting.
Strong knowledge of local, state and federal regulatory
requirements, policies and practices related to the functional
area.
Preferred Experience: Five years supervisory experience.
Preferred Licenses/Certifications: Senior Professional in Human
Resources (SPHR) or Professional In Human Resources (PHR)
certification.
