Quality Manager - Oakland, CA Area
DESCRIPTION:We are looking for a Quality Manager to be responsible for a team of Quality Engineers and personnel with overall responsibility for product quality. Candidate will direct and coordinate all activities for the quality department and will define implementation of standards, methods and procedures.
RESPONSIBILITIES:

  • Direct department activities to monitor, measure and provide corrective action as needed for all items affecting product quality
  • Collaborate with product management, production, service, supply chain, and engineering staff to determine customer requirements for new and existing products and implements programs to meet those requirements
  • Participate in the review of engineering designs to contribute quality requirements and considerations
  • Identify quality requirements, cost of quality, and root cause of quality issues
  • Maintain continuing liaison with external agencies to ensure compliance to external quality standards
  • Act as quality representative for ISO 9000. Maintains quality systems current at all times and initiates actions to ensure compliance as standards change. Monitors quality systems, reports on progress and provides corrective actions as required
  • Conduct internal audits per ISO 9000 and assists in External ISO and Customer Audits.
  • Organize interdepartmental activities, ensuring completion of the programs and/or projects on schedule and within budget constraints
  • Develop and implement departmental policies, procedures, programs and projects to ensure departmental effectiveness
  • Develop department budget. Analyzes budget vs. actual performance. Implements corrective action plans to accomplish objectives when necessary
  • Recruit, hire, train and manage employees; establish performance goals and employee development programs
  • Assess all day-to-day activities to ensure continuous improvement, promote continuous improvement culture
  • Prepare special reports, analyses, and statements, as required
  • Coordination and performance of Incoming, In-Process, First Article and Final Product inspection. Review and approve Inspection and Quality Assurance plans
  • Represent Quality team in Release to Production (RTP) forum and work with engineering, production, manufacturing engineering, supply chain to establish a product assurance plan as part of RTP
  • Employ a working knowledge of inspection metrology to set-up and perform complex surface plate inspections
  • Assist inspectors in the selection of proper measurement techniques and set-ups
  • QA review and approval of manufacturing, production, test, and qualification procedures, assuring that Customer, Contractual, and Quality requirements are met
  • Schedule, conduct, and coordinate Supplier Source Inspection. Pre-visit review of all supplier performance data and quality issues
  • Participate in Customer program review meetings as QA Representative, preparing Quality Assurance plans and conducting Quality Assurance audits
  • Coordinate, prepare, and maintain all Customer requests for Failure Analysis
  • Must adhere to and support the company's Safety Health & Environmental (SHE) program
    BACKGROUND PROFILE:
    • Bachelor's degree, BSIE or BS Mechanical, Electro-Mechanical Engineering preferred
    • 7+ years of QA experience with at least two years of experience supervising staff. Preferably in capital equipment or electro-mechanical manufacturing.
    • Experience leading ISO 9001 or similar internal and external audits
    • Experience with APQP, PPAP requirements implementation.
    • Experience with Project Management
    • Experience creating quality management or assurance plans for EMS or Contract Manufacturers.
    • Experienced in using ERP and NCR reporting systems and Quality Management Tools
    • Knowledge of all aspects of Quality systems deployment in an advanced manufacturing company.
    • Familiarity with inspection methods utilized in the design, fabrication and production of electronic equipment.
      PREFERABLE:
      • Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures.
      • Ability to write reports, business correspondence and procedure manuals.
      • Ability to effectively present information and respond to questions from groups of managers, internal customers, vendors and suppliers.
      • Ability to define problems, collect data, establish facts, and draw valid conclusions.
      • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
      • Knowledge of all aspects of Quality systems deployment in an advanced manufacturing company.
      • Familiarity with inspection methods utilized in the design, fabrication and production of electronic equipment.
      • Intermediate level knowledge of Microsoft Office Suite
      • ISO Certification, ASQ Certifications and Six Sigma Black Belt Certification a plus.
