In 2017 Race Forward united with the Center for Social Inclusion to become the new Race Forward. Position Summary The Deputy Director of Federal Strategies will assist with the development and implementation of the strategic plan of the Federal Initiative to Govern for Racial Equity. The initiative is time bound, and the Deputy Director will ensure the initiative remains on schedule. The Deputy Director will oversee operations and the budget as well as supervises a 3 to 5-person team. The Deputy Director is accountable to the Federal Team Director. Occasionally, the Deputy Director may work closely with the VP of ISC. The Deputy Director will develop program policy/procedure, follow through on requests from other departments of Race Forward, conduct program assessment and evaluation, manage the team's budget, develop program for assigned projects, and participate in strategic planning. The Deputy Director will manage deadlines related to projects and assignments of the Federal Team. The Deputy Director will: serve as a key advisor to the Team Director; help staff to troubleshoot solutions for projects; and accelerate impact of the Federal Team. Duties and ResponsibilitiesWorks under the direction of the Senior Director of Federal Strategies to:

Supervise a new, collegial team that is functioning in a remote work environment.Assist with overall design of federal strategies, program development, and coordinates and oversees implementation. Develop. processes for responding to new requests for assistance from federal agencies, including criteria for prioritization, and tracks process improvements for the Federal Team and brings them to the attention of the Federal Team Director. Monitor legislative agendas that could affect the Federal Initiative to Govern for Racial Equity. Confer with representatives of other government agencies, boards, strategic partners, and others as required by project assignments. Represent the interest of Race Forward and the Director of Federal Strategies in briefings and meetings that the Team Director is unable to attend. Develop scopes of work and project plans for work with federal agencies, many of which will include training, technical assistance, analysis and strategic planning. Lead implementation of projects and assist with trainings for federal agencies, including federal pilots. Build and manage the "Racial Equity Federal Practice Network (FPN) of Senior Executive Service Civil Servants.Knowledge Skills and Abilities
Familiar with staffing work groups, task forces, or other similar group. Comfortable facilitating discussions about race with a wide range of stakeholders and holds a keen understanding of racial equity topics and nimble in discussing the role race plays in policy and practice. Ability to work with diverse communities and/or tribes. Possess strong written and verbal communication skills, including developing presentations for training sessions.
Knowledgeable of the federal government system and agency responsibilities.
Ability to establish rapport and trust with leaders in government to help them incorporate racial equity into their work; and to ably negotiate multiple sectors in the advancement of racial justice (e.g. community based organizations, intermediaries, philanthropy, etc.)Able to prepare Requests for Proposals (RFPs) and Request for Qualifications (RFQs), and scope of services language for contracts. Knowledge of organizational change theory in the context of a public institution. Qualifications and Experience
Education or experience commensurate to 15+ years of work in the fields of public administration, public policy, community development, consulting, or training. Experience advancing racial equity solutions within institutional settings and complex project management. Experience in public speaking with a wide range and size of groups, including training or facilitated discussion. Experience working in teams; providing guidance and direction to teams; as well as mentorship capabilities. Experience encouraging organizations and institutions to advance racial equity work and equitable outcomes.Management experience of multiple projects and complex teams. Experience in working for or with the federal government a plus.Additional Information This position requires long periods of time at a desk on a computer up to 8 hours daily.
