Requisition ID -# 141384 -Job Category: Business Operations / Strategy -Job Level: Manager/PrincipalBusiness Unit: Energy Policy & ProcurementWork Type: HybridJob Location: Oakland - -Department OverviewThe Energy Transactions & Solicitations team is responsible for procuring the Company's wholesale power purchase contracts through competitive solicitations or mandated programs. - The team manages procurement of renewable energy and energy storage resources, which includes, but is not limited, to procurement for the following PG&E programs: Distribution Investment Deferral Framework (DIDF), Disadvantaged Communities ("DAC"), Green Tariff Shared Renewables(GTSR) - Solar Choice and Regional Renewable Choice, System Reliability, Bioenergy Market Adjusting Tariff (BioMAT), Renewable Market Adjusting Tariff (ReMAT), Public Utility Regulatory Policies Act (PURPA), Energy Storage, Renewable Portfolio Standard (RPS), RPS Energy (REC) Sales. Additionally, this team assists in developing policy positions for the programs above and leading on the development of Renewables Portfolio Standard (RPS) procurement/sales strategy. -Position SummaryThe Manager, Competitive Solicitations position within the Structured Energy Transactions Department is responsible for organizing and managing solicitation processes and related business activities in support of the organization's commercial and policy objectives. -Job Responsibilities

  • Develop and implement strategies to guide the Competitive Solicitation team's efforts and tasks.
  • Ensure successful solicitation outcomes by managing solicitations from the initial strategy development phase through implementation, including support of resulting commercial transactions and related CPUC filings.
  • Directly supervise a team of analysts, senior analysts and/or principals.
  • Effectively delegate authority and responsibility.
  • Present proposals to Directors, Officers, and Sr. Officers in support of portfolio planning, regulatory filings, and other major decisions.
  • Develop and implement policies, procedures, guidelines, and standards to promote best practices.
  • Communicate procurement activities and policies to internal and external parties.
  • Provide career mentoring to employees
  • Manage budgets and proactively identify opportunities/ issues.
    • Support senior management in strategic planning and decision-making.
    • Lead solicitations, contract negotiations, portfolio analysis, and/or strategy development from start to finish, including management approval.
    • Cross-functionally lead in the design and development of new procurement activities.
    • Guide others to apply understanding of company goals and strategies to everyday work and tasks. Coaches and mentors less experienced employees.
    • Utilizing subject matter expertise, anticipate and resolve complex issues that sometimes involve senior management and limited information.
    • Possesses an in-depth understanding of areas such as credit and risk management, quantitative analysis, law, and regulatory relations, rate-making, etc. and apply such understanding as a lead in one or more of those areas. -QualificationsMinimum:
      • Bachelor's Degree with coursework in a business-related field, mathematics, engineering, or equivalent field of study or equivalent experience
      • Minimum of six years of relevant work experience, preferably in the energy industry -Desired:
        • Master's degree in a business-related field, mathematics, engineering, or equivalent field of study
        • Six years of work experience in the wholesale supply side, development side, or strategy/policy side of the energy industry
        • Spreadsheet application knowledge and experience working with, reviewing, and analyzing large sets of data
        • Strong oral and written communication skills
        • Advanced knowledge of the various components of wholesale energy portfolios, development and engineering activities, power purchase agreements, and strategy/policy arenas
        • Knowledge of electric system operations or resource planning
        • Advanced knowledge of utility departments, business units, commercial procurement processes, governance, and regulatory processes
        • Advanced knowledge of CAISO protocols/tariffs
        • Ability to prioritize, plan, perform and communicate activities both in written and oral form
        • Advanced knowledge of energy markets, FERC and CPUC regulation, physical/financial energy products, utility scale development activities, financial analysis, portfolio theory, risk management, and problem solving
        • Ability to work across functions, removing barriers, and partnering with other organizations to reach goals
        • Ability to solve and make decisions on complex problems with little guidance and sometimes incomplete information
        • Strong leadership and management skills
        • Ability to motivate and supervise a group of individual contributors
        • Advanced knowledge and understanding of corporate governance policies and procedures
        • Expertise in preparing complex documents such as Risk Policy Committee papers and CPUC filings
