A DAY IN THE LIFE OF THE CONTRACTS AND COMPLIANCE MANAGERThe Contracts and Compliance Manager is a member of the Contracts Department and plays a key role in identifying, securing, enhancing, and managing governmental sources of funding and ensuring that First Place submits bids under various competitive procurements including RFPs and RFSQs. The Manager is additionally responsible for overseeing contract compliance efforts through quality assurance audits, compliance training, and coordinating external program audit requirements. The position may be assigned numerous special projects including program development, risk assessments, sub-contract monitoring/training, national accreditation maintenance, and other projects as assigned. This individual directly contributes to the agency's strategic plan by taking the lead role in actively diversifying the public funds' portfolio to significantly expand new funding across the state to include workforce-specific dollars, including Workforce Innovation and Opportunities Act (WIOA).     • Bachelor's degree required in business administration, finance, social services, public policy, or related field. Master's degree preferred.
    • Minimum of 3 years in upper-level Compliance/Contracts Position required.
    • Supervisory experience required.
    • Specialized experience in workforce development required, including employment/job training programs and the administration of local/state/federal WFD contracts with at least one year of lead experience or supervisor experience in workforce development. Additional experience managing contracts in child welfare, transition age youth (TAY), and/or HUD/homelessness preferred.
    • Experience in managing government and nonprofits grants and contracts required.
    • Ability to interpret and provide guidance on federal, state, and local funding regulations.
    • Excellent written and oral communication skills.
    • Demonstrated a high success rate in securing competitive procurements.
    • Ability to effectively represent the agency to external stakeholders including various funders and partners.
    • Proven computer proficiency in Microsoft Word, Excel, Power Point, and Access.
    • Ability to multi-task with superb attention to detail
    • Must possess strong organizational skills, be self-motivated, work with little supervision, and work collaboratively with all levels of management

    • Ability to work well under pressure, multi-task, and handle complex situations in a fast-paced environment while maintaining a positive attitude, patience, and tact.
