We are searching for a passionate and experienced professional to join our Enterprise Project Management Office as a Program / Senior Project Manager. -

The Program / Senior Project Manager -manages complex projects, both client-facing and internal. Leads or supports all aspects of project management, including day-to-day project activities, resource and schedule management, and risk management. Supports development and implementation of a program of client-facing projects and proposals, maintaining alignment between business strategy and operational execution. At Mathematica, a program is defined as an area, which is housed within a specific division of a business unit. Oversees project managers and project associates executing project management activities within the program. Exhibits expertise in public policy for designated program area, including programs, policies, and contracting agencies. Works closely with the Enterprise Project Management Office to develop and implement program and project management best practices and standards across the company. Core Responsibilities: - Project Management

  • Manage projects, within the designated program area, through the full life cycle to ensure projects are delivered within scope, schedule, and budget, within the designated program area
  • Develop comprehensive internal project documentation, such as a project plan, schedule, and decision and risk logs
  • Evaluate operational components of projects and outline risks, options, and solutions for action
  • Review monthly reports that summarize the project status and financial position, developed by the project manager
  • Review project schedules, which include all project activities and resource assignments
  • Facilitate multidisciplinary, in-person, and virtual teams, including consultants, subcontractors, and contracting agency staff
  • Ensure project adherence to data privacy, security, archival, destruction, and transition requirements, as well as other contractual conditions
  • Work independently and collaboratively with diverse key stakeholders to successfully execute project work Program Management (within the designated program area)
    • Exhibit expertise in public policy topics, including programs, policies, and contracting agencies
    • Develop and maintain program management documentation such as program charter, manuals, procedures, and the program management plan
    • Implement overarching risk assessment and management approach (identification, assessment, mitigation, monitoring, management, and methodologies)
    • Partner with area leadership to develop and implement program governance controls, goals, and evaluation methods and organizational quality, performance, efficiency, and cost savings plans
    • Complete regular program management tasks, such as review and analyze staffing and financial reports, attend project reviews, and collaborate with area leadership to ensure optimal utilization of resources, including consultants and subcontractors
    • Participate in business development-focused strategic planning sessions and initiatives, including proposal strategy and development, and provide input on execution strategies
    • Facilitate cross-functional teams to drive the execution of the program's strategic and management plans and execute continuous improvement strategies
    • Communicate policies, purposes, and goals of the program to project management staff within the program area
    • Oversee execution of strategic priorities at the project level in accordance with the mission, goals, and organizational objectives of the program, business unit, and enterprise
    • Conduct regular discussions with project management staff to ensure projects are on schedule and on budget; identify and manage project and program needs, issues, and opportunities; and confirm project goals are aligned with business objectives
    • Report and escalate risks and issues to management as needed
    • Collaborate with project management staff in the program area to develop and maintain integrated project and program management documentation, including risk registers
    • Provide professional development opportunities, mentoring, and overarching project management leadership and guidance for project management staff within the program area, with a focus on adherence to project management best practices
    • Utilize interpersonal skills, including communication, organization, and planning, for effective verbal and written communication with diverse key stakeholders
    • Assist the Enterprise Project Management Office with developing and implementing program and project management best practices and standards across the company, including a project management curriculum and training program -
    • Participate in the formulation and execution of EPMO strategic plans
    • Actively support the advancement of organizational diversity, equity and inclusion efforts, and apply diversity, equity and inclusion lens across job responsibilities Functional Knowledge (Preferred):
      • Extensive experience with Microsoft Office, Microsoft Project, and Project Online
      • Extensive knowledge of the project management lifecycle and Project Management Book of Knowledge, including applying project management best practices
      • In-depth knowledge of project and program management methodology, techniques, and processes
      • Ability to lead and communicate effectively with key stakeholders in a matrixed environment, including senior executives and clients
      • Strong mentoring and training abilities
      • Excellent organizational, planning, and numerical skills, with strong attention to detail and accuracy of work
      • Effective presentation, verbal, and written communication skills
      • Flexibility to handle multiple, simultaneous priorities under deadline pressure Position Requirements:
        • BA/BS degree in a relevant field (business, economics, management, or public policy)
        • Master's degree preferred Years of Relevant Experience:
          • At least 7 years working in a high-intensity project management environment and at least 4 years' experience in managing teams of more than 10 people
          • A combination of equivalent education and work experience may be substituted for the above requirements Certifications:
            • A current Project Management Professional (PMP) is required
            • A current Program Management Professional (PgMP) optional
              ------ This position offers and anticipated annual base salary range of $90,000 - $130,000. This position may be eligible for a discretionary bonus based on company and individual performance.
