Position Summary
The COE Cyber-Risk Technical Project Manager will have demonstrated experience in defining and deploying cyber security strategies and programs for large and complex organizations, proven track record in defining and implementing cyber risk management structures, governance models, organizational transformations in the areas of cyber security as well as strong experience in technology-based tools or methodologies to review, design and/or implement enterprise programs.

H/She will apply wide-ranging experience to manage cyber security projects, up to and including the most complex with system wide University of California locations, with institution-wide and/or multi-institutional impact. Leads projects with little or no precedent where analysis of current state technology and data require an in-depth evaluation of variable factors. Considered a subject matter expert on enterprise cyber risk and often recognized as an expert externally in the industry. Influences and guides the project management methods and processes used across the enterprise.

Cyber Risk COE helps University of California locations and organizations in their management of information and technology risks by delivering end-to-end solutions, using proven methodologies and tools in a consistent manner. Cyber Risk COE services help both system wide locations and organizations address timely and pervasive issues such as identity theft, data security breaches, data leakage, cyber security, and system outages across organizations of various sizes and industries, with the goal of enabling ongoing, secure, and reliable operations across the enterprise.

Across multiple COE services provided to UC:
- Identify, define, develop and implement services and/or technologies operated or managed by the Cyber-Risk Coordination Center (C3)
- Manage staff supporting individual services, including operational activities such as incident reporting, security awareness, event planning and coordination, Cyber Champion program, committee meetings coordination, cyber dashboards, etc.
- Develop and maintain measures of service and COE success
- Manage third-party service provider engagements in support of COE offerings
- Manage risk assessment practices and other services as defined over time
- Manage other COE services as defined over time
- Prepare budgets and financial reports related to individual services and present same to COE and executive management
- Work with customers across UC to identify requirements and obtain consensus on desired information security solutions COE Service Management

Across multiple concurrent cyber-risk projects, apply knowledge of information security, information technology and privacy, and risk assessment and project management methodologies to:
- Develop project plans, schedules, status reports, budgets, etc. using industry standard methodologies
- Identify, define, develop and deploy information security solutions that serve program objectives for shared services across all or significant portions of UC
- In consultation and coordination with procurement, develop requirements statements for supplier solicitation documents such as Requests for Proposals (RFPs), Requests for Information (RFIs), etc. and coordinate bid responses, and evaluation for acquisitions of C3 or UC-wide technology and services acquisitions related to cyber-risk.
- Oversee the work of COE technical and business analysts assigned to program projects under the incumbent's responsibilities Project Management

- identify and guide the preparation of cyber-risk analyses of varying scope that inform governance decision-making
- identify and guide the preparation of COE service proposals including business justifications, budgets, scope statements, requirements, staffing plans, and development and implementation timelines
- in support of the CRGC and other UC executive and constituent groups, conduct research, develop background materials, prepare presentations, etc. on cyber-risk and related topics. Program Support

Directly manages communication and awareness methods to drive and integrate campus-wide, medical center or Office of the President IT privacy and security strategies to reach all constituents, faculty, staff, students and affiliates.

Bachelor's degree in related area and / or equivalent experience / training.

Minimum of 3 years of experience supervising staff

Minimum of 5 years of experience managing information technology security projects in a large-scale technical environment

Thorough knowledge of cyber-risk and information security concepts and practices

Demonstrated ability to drive collaboration to the achievement of successful results

Excellent communication and interpersonal skills and excellent written/reporting skills with a variety of including project teams, stakeholders, and external contacts including both technical and non-technical audiences.

Demonstrated interpersonal skills in order to work with both technical and non-technical personnel at various levels in organization.

Demonstrated competency in selecting and implementing project management methods and techniques. Effective skill at tracking effort and project progress. Demonstrated strong conceptual and planning skills to analyze projects of broad and diverse scope. Demonstrated expert organization and project management skills. Understands the cost impact of projects, project tracking tools and metrics. Demonstrated ability to anticipate obstacles and plan for contingencies

Proven leadership ability. Effective problem solving skills and attention to detail. Demonstrated ability to put forth persuasive arguments. Experienced mentor and leader of teams with experience leading a team of technology professionals.

Experience identifying, procuring and managing technology service providers. Demonstrated ability in establishing and managing successful services.
