Our scientists and engineers develop and implement innovative, practical solutions to some of our planet's most pressing problems-from combating global warming and developing sustainable ways to feed, power, and transport ourselves, to fighting misinformation, advancing racial equity, and reducing the threat of nuclear war.As Western States Energy Manager and Senior Analyst, you will lead research and advocacy efforts to shape electricity markets and policies in California and other states in the Western region to develop a more flexible and modern electric grid that can accommodate high levels of renewable energy, demand-side resources, and electric vehicles while reducing carbon emissions and reliance on fossil fuels. This work includes:

  • research and analysis, writing, and communicating of technical reports, fact sheets, and other materials
  • preparing and delivering regulatory and legislative comments and testimony
  • meeting with policymakers, regulators, and stakeholders
  • developing and advocating for UCS clean energy and climate change policy positions
  • collaborating with and overseeing the work of the UCS technical energy analyst
  • representing UCS in task forces, working groups, coalitions, with the media, and at public forums. Responsibilities
    • Under the supervision of the Western States Director, and in collaboration with Western states policy, campaign, media, and national energy staff, provide research and analysis to establish policy positions, strategy, and analytics that spur innovation in energy markets to facilitate greater reliance on renewable energy, a low-carbon electricity system and a more flexible, modern electricity grid.
    • Conduct research and analysis and provide technical and policy insights on market rules and rate structures, transmission and distribution planning, reliability impacts, electric vehicles, and the integration and expansion of clean energy technologies onto the grid such as energy storage, microgrids, demand response, and distributed generation.
    • Lead the development of UCS Western state legislation, and positions on energy legislation and regulatory measures.
    • Track, acquire, and evaluate relevant legislative bills, policies, and regulations, and work with policy and campaign staff to advance UCS ideas and positions that advance clean electricity solutions.
    • Influence the development and implementation of policies and strategies within non-government institutions and businesses.
    • Inject issues of racial equity into advocacy, ensuring people of color benefit from clean energy transitions.
    • Serve as a senior spokesperson on energy and grid-related issues with the media, and in workshops, hearings, negotiations, and other public forums. Lend expert technical expertise, and represent UCS with policymakers, media, members and supporters, the public, and foundations and donors.
    • Supervise, collaborate in, and oversee the development of technical reports-including modeling energy scenarios and outcomes-with UCS energy analytical staff.
    • Supervise technical analytical staff and consultants as needed to ensure that their work is salient, policy-relevant, and provides high-quality data that contributes to stronger zero carbon electricity policies and regulations. Mentor and empower junior staff to enhance their expertise and effectiveness.
    • Meet with and respond to policymakers, media, stakeholders and the public; respond to requests for model legislation.
    • Exchange information, share resources, and collaborate with advocates, clean energy businesses, and researchers at other organizations. Collaborate with key stakeholders and legislative or regulatory agency staff to develop, sponsor, and promote clean energy legislation.
    • Collaborate with other analysts and Climate & Energy program leaders to advocate for UCS positions outside of Western states as needed.
    • Ensure accuracy, credibility, readability and timeliness of written materials. Coordinate peer review and publication. Tailor style and content of materials as appropriate for technical and/or general audiences. Disseminate materials and information to policymakers, the media, and the public.
    • Manage external consultants and legal advisors on key modern grid initiatives and oversee contracts and contractor relationships.

      Qualifications and experienceThis position requires at least ten years of experience, including a background in California electricity markets, energy analysis and advocacy, climate and energy policy development, and a demonstrated commitment to the application of science to public policy. A broad and sophisticated knowledge of the California and Western states electricity sector is needed, with emphasis on renewable energy and power grids, technologies, policies and markets, and political, social, environmental, and economic ramifications. A Master's degree or higher in a relevant area (public policy, economics, science, engineering, law) is required.Strong research, technical and analytic skills are essential, as is the ability to effectively communicate technical issues to policymakers, advocates, media, and the issue public. Experience in state and/or federal energy regulatory agencies is a plus, as is knowledge of and experience with electric vehicles and their role in integrating higher levels of renewable energy onto the grid.May spend extended periods at computer. About 3-5 out-of-state trips annually are expected, along with routine travel to Sacramento and San Francisco, and up to 6 trips per year to other parts of California.At UCS, comparable training and/or experience can be substituted for degrees when appropriate.UCS is an equal opportunity employer continually seeking to diversify its staff.
