Job Description:

The ideal candidate for this position will have knowledge of applicable policies & laws governing Federal Contracting and procurement, ability to negotiate contract terms and conditions, and ability to establish & maintain effective work relationships. Basic Requirements for GS-13 and Above

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will be responsible for soliciting, evaluating, negotiating, awarding, administering, analyzing, advising on, and terminating contracts for the procurement of supplies and services. Typical assignments include:


  • Performing contract pre-award work to secure contracts for the acquisition of goods and services; ensuring that procurements are obtained from responsible sources at fair and reasonable prices.
  • Examining and evaluating of a contractor's cost estimates or price proposals to determine the necessity and reasonableness of proposed contract costs.
  • Monitoring and administering contract performance after a contract is awarded to ensure proper progress, negotiating any modification to a contract, and to ensure that contract activities are completed.
  • Performing work related to the contract post-award process and analyzes or interpreting aspects of procurement policies or procedures to recommend actions or alternative policies or procedures and reviews contract actions for compliance with applicable policies and procedures.
  • Leading the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; and ensuring that each employee has an integral role in developing the final team product.

    The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

    You qualify for this position at the GS-13 level (starting salary $107,630) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Examples of specialized experience would typically include but are not limited to:

    • Experience with all phases of the procurement process, including planning, solicitation, negotiation, pricing, administration, and termination;
    • Monitoring and administrating contracts;
    • Providing technical assistance to junior colleagues and internal customers regarding the Federal contracting and procurement process, guidelines and/or requirements; and
    • Leading the team in identifying, distributing, and balancing workload and tasks among employees.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
