Job Description:

Gannett Fleming's Security and Safety Practice is looking for an experienced Transit Safety and Security Specialist to assume a pivotal role in developing and managing transit growth strategies on a national and international level. This position offers flexibility relative to geographical location, as a result candidate may reside anywhere in the continental US, assuming a willingness to travel but with a preference of residing on the West Coast. Consulting services may include developing safety and security management plans, hazard management plans based on FRA, FTA and international guidelines, performing preliminary and site-specific hazard analyses, developing safety and security certification programs under state and federal compliance requirements, system safety plans, risk, threat, and vulnerability assessments, physical protection systems development, design, implementation and policy development, MAP-21 compliance, TSA or SSO compliance, mitigation strategies, emergency response plans, and security planning guidelines, security investment prioritization, and/or security policy recommendations. This candidate will need to perform at a senior level within if not lead a team of safety & security professionals who are involved in the field of transit agency public safety design and operational protection measures. The experienced consultant will have technical expertise in planning, strong project management experience, the ability to lead cross-functional teams, and support business development activities and pursuits to include:Proposal development in response to RFI/RFQ/RFPsDevelop and maintain relationships with consultants, clients and client prospectsEffectively present and communicate Gannett Fleming service offerings to agencies, boards and authorities.Attend trade shows, industry conferences and meetingsHelp with conducting research and reporting findingsMinimumQualificationsBachelor's or Graduate Degree in a technical field related to rail transportation safety or the equivalent experience15+ years of demonstrated experience in the security or public safety fieldExtensive experience working with transit safety and security issuesCertification(s) preferred in one or more in the following areas:Certified Safety Professional (CSP)Transit Safety and Security Program (TSSP)World Safety Organization Certified Safety Specialist (WSO-CSS)World Safety Organization Certified Safety and Security Director (WSO-CSSD)World Safety Organization Certified Safety Executive (WSO-CSE)Public Transportation Safety Certification Training Program (PTSCTP)Project Management Professional (PMP)Preferred experience and skills:Understanding of Code of Federal Regulations (CFR) Title 49, Federal Transportation Administration (FTA), Federal Railroad Administration (FRA), Department of Transportation (DOT) and other applicable regulations and guidelinesFamiliarity with Mass Transit/Railroad operating conceptsFamiliarity with Commuter Rail, Freight Rail, BRT, LRT, and Trolley systemsKnowledge of the National Incident Management System (NIMS)Track record of successful business development and the ability to plan strategicallyEstablished relationships with key stakeholders and the ability to establish and cultivate effective client relationshipsSuperior analytical, interpersonal, writing, and verbal communications skillsDemonstrated strength in communicating complex concepts effectively and persuasively to individuals and in presentations with multi-disciplined groupsRequired to possess the knowledge and skills necessary to operate personal computer systems to develop and maintain business applications using standard software such as Windows, MS Word, Access, Excel and PowerPointAt Gannett Fleming, we believe in improving the lives of the people we serve.
