Overview

Cadmus seeks a highly motivated Subject Matter Expert to lead financial and statistical analysis projects for EPA and other government clients in the area of drinking water, wastewater, and storm water infrastructure financing. Successful candidates will have distinguished themselves with a proven track record of professional excellence, and with experience leading innovative water finance projects for federal, state, or local stakeholders. Candidates should also possess exceptional research, oral and written communication, and analytical skills, enabling them to support Cadmus' mission to successfully meet clients' needs. This is a full-time position with a flexible work location - remote work is also an option.

Responsibilities

* Lead projects on issues related to drinking water, wastewater, or storm-water utility financing and sustainability. * Lead the development of guidance documents, reports, case studies, presentations, and other documents on issues related to system financing. * Provide technical assistance to drinking water, wastewater, or storm-water utilities related to financial planning or obtaining lending assistance. * Provide technical assistance to states to expand or improve their infrastructure lending programs and improve communications with and support for potential borrowers. * Develop recommendations and innovative approaches to improve the efficacy and reach of EPA's Office of Water grant and loan programs. Provide guidance on developing appropriate metrics to evaluate these programs. * Participate in business development efforts related to public sector financing or infrastructure sustainability.

Qualifications

Required Qualifications:

* A BS/BA degree in a related area is required. * Financial expertise, especially in the area of water-sector financing, public financing, and accounting. Must have knowledge of public financial capital markets (especially tax-exempt, state and municipal financing) and understanding of infrastructure financing opportunities at all levels (local, state, federal). * Knowledge of wastewater and drinking water system financial management and experience developing financing solutions or recommendations for state wastewater and drinking water infrastructure programs. * Familiarity with challenges facing wastewater and drinking water systems when seeking infrastructure financing agreements, such as affordability, procedural or paperwork requirements, compliance with federal cross-cutting requirements, financial and managerial capacity to qualify for a loan, etc. * Ability to evaluate financing proposal, particularly for wastewater or drinking water infrastructure projects, for cost, feasibility, and compliance with relevant statutes and regulations. * Ability to analyze federal, state, and local tax codes, tax incentives, and regulations and understand how they affect infrastructure financing opportunities or affordability. * Ability to provide technical assistance to water systems and develop effective training materials in the areas of asset management, financial management, and long-term planning. * A minimum of 10+ years of experience working in the water infrastructure sector. * Domestic travel may be required post-COVID. * Candidates must be eligible to work in the United States as a U.S. Permanent Resident or U.S. Citizen.

Desired Qualifications:

* Experience managing interdisciplinary project teams, including budget management and resource planning. * Experience working in or closely with state water financing programs. * An understanding of financial instruments typically used to demonstrate financial responsibility for publicly regulated projects, such as trust funds, escrow accounts, surety bonds, insurance policies, etc. * Experience applying public finance expertise to a variety of sectors, including water, energy, transportation.
