-Department OverviewThe Program and Project Governance (P&PG)
is part of the Business Operations and Process Improvement (BOPI)
organization and is the functional support lead for program &
project management at Pacific Gas and Electric Company. -The
department collaborates with internal and external stakeholders to
provide a consistent and scalable program and project delivery
lifecycle framework. - P&PG establishes and promotes best
practices with documented cross-functional tools and resources, in
alignment with enterprise, line of business and regulatory
standards and requirements. In addition, P&PG facilitates
ongoing measurement, analysis and oversight, training and
development and continuous improvement. - -Position Summary
This Workstream Program Specialist, Expert position focuses on the
development, sustainability and continuous improvement of the
Project Delivery System (PDS)/Capital Delivery System (CDS). -The
methodology includes facilitation with key stakeholders, clarifying
roles & responsibilities, integrating tools and systems, and
documenting best practices within and across business units for Gas
and Electric operations. -Responsibilities also include the
implementation and oversight of the cross-functional best
practices. The position supports PDS/CDS with the established full
lifecycle (i.e. initiate, plan, design, construct and closeout) for
program and project work. This position may also act as a lead for
cost savings initiatives that span across multiple organizations in
program and project execution including tracking, measuring and
driving results in cost savings initiatives. -The successful
candidate will often be a cross-functional lead working with a
diverse group of program and project stakeholders to help establish
and implement processes, support change management and facilitate
learning and development. -This Expert position collaborates with
different organizational levels from individual contributors to
Managers and Directors, applying extensive process development and
project management skills with subject matter experts (SMEs) in the
resolution and consensus building of simple and complex issues.
This position reports to the Manager, Capital Delivery System. - By
standardizing work and best practices, this position also
contributes toward excellence by improving safety, reliability and
Leads the development and
implementation of ongoing improvements to the system through the
use of effective problem-solving and standardized
practices.Continuously evaluates effectiveness of the Project
Delivery System/ Capital Delivery System and associated tools,
practices, policies and information systems in support of program
and project delivery.Ensures effective and efficient communication,
change management, and training deliverables are integrated into
and managed in the overall work plan.Drives the sustained adoption
of change to maximize effectiveness and benefits of improvement
initiatives. Ensures adherence to the established project delivery
system/ capital delivery system.Analyzes work processes across the
portfolio and makes recommendations about integrating and improving
processes. -Responsible for the development and delivery of
training programs related to program/project delivery processes and
tools for program/project personnel.Develops comprehensive process
tracking systems that have wide ranging impact and application
across multiple business units.Mentors and coaches team members to
drive performance and results; mentors professional and represented
employees.Participates in regular feedback sessions with key
stakeholders. Presents findings and proposes recommendations to
individual contributors and leadership to gain consensus.
- Bachelor's degree or equivalent experience.
- Seven (7) years of gas or related industry. -
- May travel up to 20% visiting other offices.Desired
- Knowledge of Project Management Measurement and Reporting
Systems, highly utilized PM software and industry drivers for
effective project delivery.
- Advanced skills in Microsoft Office, Visio or similar software.
May travel up to 10% visiting other offices. Project Management
Professional (PMP) certification or equivalent.
- 14 years of progressively responsible experience in gas or
related industry; 10 years of experience working with project
management processes and control systems in a capital project
organization or environment.
- MBA or equivalent graduate degree in Engineering or
Construction Management. -Leadership experience.
- Ability to work with different teams across disciplines and
levels and promote good working environment; ability to engage
employees through coaching and mentoring while driving performance
and results. Ability to solve problems and influence others without
a direct chain of command.
- Safety - ability to create, promote and manage a safe work
environment. -Communication - ability to effectively communicate
verbally and in writing about the program planning and control's
function and to support company and organization policies,
procedures, goals, objectives, vision and values.
- Ability to communicate effectively with audiences from senior
management to construction field forces on financial, work
performance and related issues.
- Relationship Management - ability to collaborate; ability to
develop working relationships with stakeholders related to
operations, service, support or other interdependencies.
