SUMMARYInvolves design and development of retirement or other
employee benefit programs and policies. Reporting to the Manager,
Retirement Policy Group, Pension & Retirement Programs, under the
Executive Director, Retirement Programs & Services, provides
analysis for planning, policy development and other related issues
regarding the UC pension and retirement programs. Scope of policy
and program areas may include any of the of the UC Retirement
System (UCRS) plans (UC Retirement Plan (UCRP), the 415(m)
Restoration Plan (415(m) Plan), Defined Contribution Plan,
Tax-Deferred 403(b) Plan, and 457(b) Deferred Compensation Plan),
and the UC Retiree Health Benefit Program (UCRHBP). Assignments are
usually on a project basis. Incumbent analyzes the issue(s),
gathers data/information, develops and evaluates alternative
solutions, and makes recommendations. Job duties include planning
projects, establishing project functional goals and objectives, and
determining, negotiating, allocating and managing resources. In
addition to performing the tasks outlined above, the incumbent
provides ongoing analytical project management for retirement
benefit programs and projects that support the University's total
rewards strategy. Uses advanced professional concepts and program
objectives to resolve complex issues in creative and effective
ways. Works on complex issues where analysis of situations or data
requires an in-depth evaluation of variable factors. Applies and
exercises independent judgment and decision-making in presenting
options to consider in selecting methods, techniques and evaluation
criteria for obtaining results. Contacts are both internal and
external to the department at all levels. Erroneous decisions will
have a serious impact on the overall success of
department.Responsibilities20%Implements new pension and retirement
programs and/or implements changes to existing pension and
retirement programs. Implementation will often have system-wide,
long-term impact on University employees. Proactively ensures that
pension and retirement programs and policies are compliant with
relevant state and federal laws, regulations, and contractual
obligations. Assists in oversight of ongoing retirement programs
and policy improvement and efforts to assure transparency and
accountability in the adoption and administration of retirement
program policy. 20%Participates in collaborative coalitions to
proactively address key retirement programs, policies and
legislative/regulatory issues. Represents the University and
interacts with external parties such as attorneys, consultants, and
professional organizations. Leads task forces charged with
studying, designing, recommending and implementing changes to UCRS
plans, policies, and procedures to address competitive, compliance,
or operational issues. 20%Provides analysis regarding the
development, implementation, and administration of retirement
programs and policies; represents UC retirement programs to
internal and external organizations; assists in the setting of unit
goals in alignment with HR and UC strategic goals. Drafts
amendments to the legal plan documents and plan regulations to
implement changes approved by the Regents, to reflect details of
operating procedures, and to comply with changes in federal and
state legal requirements. Coordinates the periodic updating and
publishing of the UCRS Plan documents and regulations and the UCRS
Chronology. 20%Provides analytical support to all initiatives,
assignments and projects set by the Manager and/or Executive
Director. Analytical support includes, but is not limited to: a)
studying existing and proposed retirement programs, policies and
procedures to ensure cost-effective and efficient delivery of
services to employees and annuitants; b) providing consultative
services to all levels of employees, leadership, faculty, Regents,
labor contract negotiators, and other stakeholders across the
University. 10%Defines scope, performance expectations and results
for projects and assignments in collaboration with Manager. a)
Actively manages own workload and assigned projects; b) Works
closely with Manager to ensure unit and program goal achievement
system-wide; and c) Facilitates the design, modification and
implementation of the University's retirement programs and policies
on a system-wide basis. 10%In collaboration with the Manager, acts
as a point of contact and primary interface with requesting
department units, UC locations, other stakeholders, or vendors
regarding UC retirement programs. a) Assists in relationship
management to support the Manager, Executive Director, other
departments and other UC locations, clients, and external entities
related to retirement policy and retirement benefit programs,
process improvement and planning initiatives; b) Under direction,
consults with HR professionals, UC management, and the Office of
General Counsel to establish and maintain essential and effective
retirement policies and practices; c) Assists in managing the
consultation process with various University-wide groups including,
but not limited to, the Faculty Welfare Committee, UCRS Advisory
Board, Retirement Savings Program Advisory Committee (RSPAC),
Benefits Managers, Academic Personnel Coordinators, Labor
Relations, CUCRA, and CUCEA; d) As needed, attends various internal
meetings, including those of the UCRS Advisory Board and the
Retirement Savings Program Advisory Committee and prepares agenda
items and gives presentations to these groups; e) Assists and
supports the Manager and/or Executive Director in the process for
the development, review and delivery of communications regarding
retirement programs and policies to employees and campus locations;
f) Coordinates UC locations' responses to formulate university-wide
position on specific relevant issues; g) Coordinates with UCOP
Labor Relations negotiators during labor contract negotiations in
fulfillment of information and consultation needs in support of the
University bargaining process; h) Drafts timely and accurate
proposals, memoranda and administration documents for strategy and
planning purposes; and i) Provides training support, tools,
techniques, and materials for human resources professionals on
process or planning activities at locations.Required
Qualifications* Analytical and research skills as demonstrated by
the ability to develop, assess, and synthesize information and
recommendations from a wide variety of sources on a broad range of
issues to formulate program, policy, and service recommendations. *
Critical and creative thinking skills to assess current program
design strengths and weaknesses and formulate original policy and
programmatic designs; ability to apply strategic thinking to
develop problem-solving approaches that address interrelated needs
of stakeholders and plan members.* Demonstrated working knowledge
of principles and practices of human resources programs and
associated legal and procedural requirements and federal and state
rules and regulations; interpretive knowledge of ERISA, COBRA,
FMLA, HIPAA, FLSA.* Excellent written and verbal communication
skills as demonstrated by the ability to articulate complex
information and issues clearly, concisely, and persuasively using
appropriate grammar, vocabulary, and business style.* Strong
interpersonal skills as demonstrated by the ability to interact
collaboratively and productively with diverse staff within UCOP, at
the campuses, and with other universities and higher education
associations, and proven ability to represent University positions
effectively to external constituencies and other colleagues.*
Customer service orientation that demonstrates responsiveness in
proactively addressing issues and escalated complaints.*
Demonstrated ability to function in a complex institutional
environment. Ability to apply judgment and political acumen in
problem solving; ability to understand interrelated needs of
campuses, the Office of the President, and/or bargaining units
while being conscious of alternatives and their consequences.*
Proficiency with MS Office Suite and other standard office
software. * Demonstrated ability to work as a team leader in a
collaborative environment, build consensus and promote the exchange
of information among project team members, project management
staff, and internal units.* Negotiation skills as demonstrated by
the ability to articulate a specific position and persuade as
necessary, presenting ideas and proposals in a convincing manner to
influence the direction of a meeting, plan, or idea.* Project
management and organizational skills to plan and independently
execute projects/tasks within specific and sudden deadlines, and
successfully assess, balance, and prioritize numerous competing
concerns; successful experience serving as a team lead on projects;
ability to teach, motivate, and influence others in order to
accomplish a goal.?Preferred Qualifications* Knowledge of UCRS
plans and UC organizations, policies and procedures.* Experience
reviewing and drafting updates to legal plan documents and
regulations.?Education* Bachelor's Degree in Business, Human
Resources, or related area or an equivalent combination of
education and experience.* Minimum of five years of relevant
professional experience in benefits, compensation, employee or
labor relations, or a related field; demonstrated program
proficiency and/or design experience in one or more human resources
functional areas such as retirement benefits, health and welfare
benefits, employee/labor relations, and related practices (subject
matter expert in at least one of these areas).SALARY AND
BENEFITSSalary: The recommended hiring range is $103,000 to
