DEPARTMENT OVERVIEW
UC Agriculture and Natural Resources (UC ANR) is the land-grant arm
of the University of California that aims to connect the power of
UC research in agriculture, natural resources, nutrition, and youth
development with local communities to improve the lives of all
Californians. It is part of the national land-grant system that has
such institutions in every state and territory. UC ANR operates a
statewide network of researchers and educators, even where there is
no campus nearby. UC ANR is a highly complex organization, made up
of the Agricultural Experiment Station and Cooperative Extension,
delivering programs in 58 counties, with academics on six campuses,
nine research and extension centers stretching from Oregon to
Mexico, and with approximately $300 million in funding.
The Program Planning and Evaluation (PPE) unit coordinates
statewide program planning, accountability and reporting on behalf
of the Associate Vice President for Agriculture Experiment Station
and Cooperative Extension programs.
PPE Functions
1. Provides analytical expertise and support for UC ANR program
planning activities
2. Leads UC ANR organizational program accountability and reporting
activities
3. Serves as a liaison to UC ANR's federal partner USDA National
Institute for Food and Agriculture
4. Develops and delivers evaluation capacity building training for
UC ANR academics and program staff
5. Provides program development expertise and strategic
coordination for ad hoc activities
PPE activities include: documenting UC ANR program impacts;
coordinating strategic planning activities; supporting the Program
Council, the Vice President's Council, and other special
committees/groups; leading the statewide program/ institute
reviews; and managing UC ANR program reporting systems.
POSITION SUMMARY
The Program Policy Analyst provides high-level analytical expertise
in evaluating programs that fall under the purview of the UC
Agriculture and Natural Resources Vice President and Associate Vice
President of Programs. This position is part of the Program
Planning and Evaluation team and works collaboratively to analyze
quantitative and qualitative data and write concise and compelling
impact statements and stories for accountability reporting,
strategic communication, and advocacy purposes. The specific
portfolio of this analyst position focuses on impact assessment.
Responsibilities include: identifying potential quantitative common
measures for condition change or other impact indicators; complex
data analysis; leading training in impact assessment; facilitating
high-level meetings comprised of internal and external
stakeholders; and managing ad hoc projects that arise from the UC
President's Office, government partners, state agencies, industry,
and UC academics, among others.
As a UC Program Policy Analyst, this position is responsible for
complete development, oversight, coordination, implementation,
analysis, and reporting of all assignments given. The incumbent
uses skills as a seasoned, experienced professional with a full
understanding of analytical practices, policies and procedures;
researches, analyzes, interprets, and develops solutions, and
implements plans on a wide range of issues. It is essential that
this position develops comprehensive action plans while meeting
tight deadlines. Promotes, in all ways consistent with the other
responsibilities of the position, accomplishment of Diversity,
Equity, and Inclusion goals.

Impact Assessment: Provides leadership in and conducts impact
assessments of UC ANR programmatic efforts, contributing to and
expanding ongoing evaluation and communication of the public
values. Identifies existing, credible datasets that can be analyzed
to provide trend data relevant to UC ANR's contribution to public
values. Conducts literature reviews and meta-analyses to identify
potential common measures for UC ANR condition changes. Convenes
diverse groups of internal and external stakeholders to develop
impact assessment designs, including identifying appropriate
sampling approaches and impact indicators. Provides leadership in
statewide implementation and analysis of the impact assessments and
common measures evaluations. Contributes to the dissemination of
quantified program outcomes and impacts.

Evaluation Capacity Building: Contributes to UC ANR efforts to
build evaluation capacity of academics and staff to evaluate
programs using condition change indicators. Provides leadership for
training particularly in quantitative analysis of condition change
indicators including, but not limited to, the areas of return on
investment, economic benefits, and community economic development.
Provides training and technical assistance to individuals and
programmatic clusters to quantitatively measure and convey the
impact of their research and extension, to include potential
impact, extrapolated change based on research, and actual measured
condition changes. Helps develop processes and tools to measure
collective condition change level outcomes.

Reporting and Accountability: Works as part of the Program Planning
and Evaluation team to analyze and communicate outcomes and other
key metrics for annual reporting purposes including for mandated
federal reporting, ANR's Annual Report products, county reports,
etc. Provides process leadership for statewide program/institute
reviews. Provides committee oversight, facilitation, and
preparation and compilation of materials. Assists groups with
identifying evaluation questions and developing evaluation plans.
Designs and implements survey and evaluation tools, interprets data
and generates complex analyses of quantitative and qualitative data
from surveys, interviews, focus groups, etc. Drafts committee
reports in collaboration with academics for use and consideration
by UC leadership and external stakeholders.

Ad Hoc Analytical Support for UC ANR Senior Leadership: Provides
highly complex and in-depth analyses across a broad spectrum of
programs, policies, and initiatives. Identifies needs for pertinent
information from internal and external sources. Develops and
implements methods of collecting and compiling such information for
administrative uses. Provides analyses of data from multiple data
sources working directly with all levels of managers to help guide
polices and decision-making, including for resource allocation and
organizational structure.

SALARY AND BENEFITS
Salary: The recommended salary range is $95,000 to $100,000 ,
commensurate with experience.
