PORT CONSTRUCTION ADMINISTRATOR Oakland, CA Salary: $10,880 -

recruiting for the position of Port Construction Administrator.
Under direction, performs or directs the performance of all
non-engineering actions in the administration of construction
contracts within and around marine terminal and airport
construction projects, including monitoring contractors' procedural
compliance with contract provisions, processing technical
interchanges between contractors and professional engineering
personnel, documenting technical activities related to contract
construction, and providing guidance to professional engineering
personnel in documenting technical activities related to contract
construction and in administrative requirements of construction
contracts. Performs related duties as assigned. Typical duties may
include, but are not limited to the following: Develops procedures
for handling non-engineering aspects of construction contract
administration. Sets up contracts and transmits contract documents
to the contractor after reviewing them for correctness and
completeness. Prepares Notice to Proceed letters after ensuring
that the contractor has met procedural requirements. Manages the
division's participation in the Port's affirmative action program,
including checking subcontractor lists against percent of work to
be subcontracted, receipting and reviewing weekly payroll reports,
and withholding payments when payroll reports are not submitted.
Composes Board letters for change orders, substitution of
subcontractors, time extensions and contract completion and
acceptance. Formats and checks calculations on change orders and
progress payments. Supervises contract close out procedures and
prepares final payments documents. Trains engineering and
inspection personnel in contract administration procedures. Works
with outside agencies on participation in preconstruction
conferences, identification of permitting offices and individuals,
construction progress and payment reporting materials testing, and
notification of project completion. Directs division office
secretarial and clerical personnel in performance of duties in
construction contract administration and in Port administrative
activities. Prepares analyses of contract specifications relating
to side availability, submittal requirements and permit
requirements. Performs other related work as assigned. Minimum
Requirements: This examination is open to persons who have a
combination of education and experience that would reflect
possession of the required knowledge, skills and abilities for the
position. A typical combination would include the following:
Education: Graduation from an accredited college or university with
a Bachelor's degree in public administration, business
administration, engineering or related field. Experience: Two years
of responsible experience in construction contract administration.
Licenses: Incumbents in this job are expected to operate automotive
vehicles in the performance of assigned duties. Due to assignments
and hours worked, public transportation may not be an efficient
method for traveling to required locations. Individuals appointed
will be required to maintain a valid Class C California Driver's
License. The license is to be maintained throughout employment with
the Port of Oakland. Knowledge: Knowledge of construction contract
administration requirements, contract provisions, port
administrative procedures and technical duties of engineering and
