Asian Local Development Corporation (EBALDC) -is seeking a regular,
full time -Director of Property Management -in the Corporate office
-in Oakland, CA. -Summary: - -Under the Executive Vice President of
Portfolio Operation (EVP PO), the Director of Property Management
(DPM) has primary responsibility for managing 1,548 apartments in
30 properties in Oakland, Emeryville, Richmond, and San Pablo,
including over 800 apartments under contract management by other
companies. - -The DPM supervises a team of seven, including the
operations manager, property supervisors, and compliance manager,
and indirectly manages 60+ property management, maintenance, and
custodial staff. The DPM ensures that all properties in the
portfolio meet EBALDC occupancy and financial goals, its high
standards for quality, safe, sanitary and, affordable housing; and
manages fiscal, policy, tenant, personnel and, safety issues
according to legal, investor, lender and EBALDC requirements.Using
EBALDC's Healthy Neighborhoods, the strategic priorities for the
Property Management department are increasing safety, implementing
comprehensive performance measurement and outcomes systems, and
increasing operational efficiency. The Director has the
responsibility of planning and budgeting for the department's
corporate budget and the budgets of all residential properties in
the portfolio; staffing the board's property management committee;
building teamwork and systems; working effectively with other
departments, board members, and EBALDC's partners, residents, and
community organizations. - The DPM also serves as a member of the
EBALDC Management and Operations Team (MOT) and is responsible for
organization-wide leadership and decision-making. -Key Duties and
Responsibilities:Department & Property Budgets
- Work closely with the Project Analyst and Property Supervisors
to develop, monitor, analyze and oversee the following budgets to
deliver quality services with limited resources and meet EBALDC
financial goals:
- Annual operating budget for the property management
department
- Annual operating budget for each property
- Capital improvement/reserve budget for each property (developed
with input from Asset Management) -Contracts, Expenses & Cost
Controls
- Oversee the Property Supervisors in negotiation and management
of service, vendor, and other contracts
- Approve expenses and invoices under $20,000
- Work with the Property Supervisors to develop and implement
cost-control measures -Leases, Systems, Policies & Procedures
- Develop and oversee the administration of leases, property
management systems (including up-to-date building manuals and
preventative maintenance schedules), policies, and procedures to:
- Ensure compliance with fair housing and tenant/landlord laws,
funder and investor rules and regulations, and Federal regulations
(e.g., HUD S.504)
- Meet EBALDC occupancy, financial and organizational goals
- Ensure a safe, decent, sanitary, and affordable living
environment at EBALDC residential properties
- Increase efficiencies in managing the property portfolio
-Long-Term & Capital Planning
- Work closely with asset management staff to establish rent
structures that meet EBALDC's long-term mission, occupancy, and
financial goals
- Work closely with -asset management staff to develop and
implement capital replacement programs for each property
- Develop and implement the department's long-term plans, annual
objectives, and staff work plans in fitting with EBALDC mission,
guiding principles, and strategic plan -Reporting
- Ensure submission of accurate and timely reports to the board,
the CEO, lenders, funders, and regulatory agencies -Board of
Directors
- Alert EVP OP to potential policy issues or changes requiring
board approval
- Convene and staff the board property management committee
- Submit monthly reports to the board
- Prepare board resolutions as needed
- Draft policies regarding property operations for EVP OP and
board approval -New Properties
- Actively participate with the real estate development
department in developing new properties. - Activities include:
- Assign and oversee property management staff on new projects
under development
- Develop operating budgets
- Design recommendations and planning
- Plan and implement tenant relocations in compliance with legal
requirements
- Coordinate marketing and rent-up of new properties -Tenant
Relations
- Work closely with the Property Supervisors to 1) maintain
positive working relationships with tenants, 2) represent EBALDC in
legal actions involving tenants, and 3) respond to and resolve
tenant and applicant grievances on time
- Coordinate with the Director of Neighborhood and Economic
Development regarding resident services and family economic success
programs for EBALDC residents
- Coordinate with the Associate Director of Commercial Real
Estate regarding commercial spaces/tenants at residential buildings
-External Relations
- Establish and maintain positive working relationships with
external organizations, including community groups, housing
authorities, investors, lenders, City of Oakland staff, and law
enforcement agencies
- Actively participate in EBALDC strategic planning and other
meetings and activities -Director Responsibilities:

General Responsibilities (IF APPLICABLE)
- Identify, troubleshoot, and resolve cross-functional
operational issues to make EBALDC more productive and efficient as

Abilities:
- Bachelor's degree or equivalent years of experience and eight
-years -of experience +/- - 2 years, depending on the intensity of
experience
- At least five (7) years of progressively responsible
residential property management experience
- Five (5) years of experience in affordable housing - knowledge
of government housing programs and regulatory requirements
- At least five (5) years of experience supervising staff and -
at least three (3) years of experience managing a department or
project team
- Experience managing annual operating budgets of $1 million or
more; strong financial management skills
- Thorough knowledge of landlord-tenant laws and procedures
- Knowledge of building maintenance systems (e.g., HVAC,
plumbing, electrical)
- Current Real Estate Broker's License to be used by EBALDC and
its affiliates or must obtain license within one year from the
start of the position
- Sound judgment, dependability, and ability to respond
appropriately under pressure
