Position Summary
The UC Health Self-Funded Plans team is responsible for the day to day administration and operations for 3 commercial medical and pharmacy PPO plans, 3 Medicare PPO Supplement plans, and one flex-funded HMO including the 5 ACO arrangements with the UC Medical Centers; providing benefits to two thirds of UC's employees, retirees and their families. Effective July 1 2018, this team launched a consolidated benefits program for the 5,000 UC Medical Resident and Fellows at the 5 UC medical centers. This new Benefit package, includes a self-funded PPO, flex-funded HMO, ASO Dental, Vision, Group Life and Disability policies.

This positions uses skills as a seasoned, experienced professional with a full understanding of industry practices and policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Cultivates internal and some external contacts.

The Program Analyst will manage the daily benefit program operations including vendor relationship, data exchanges, billing audits and carrier invoicing. This position will also develop monthly campus invoicing, update internal databases, and maintain custom communication collateral.

Oversee daily employee benefit program operations of the UC Resident and Fellow Benefits Program including self-funded medical, dental, vision, life insurance, AD&D, LTD and COBRA administration. Carrier contact for plan operations issues related to claims, eligibility, and customer service.

Vendor Management

Process vendor invoices, audit eligibility/bill statements. Perform COBRA data exchanges. Develop monthly campus premium invoicing for self-funded programs. Review eligibility exchanges between campus and carrier. Resolve eligibility issues as needed.

Financial and Data Integrity Management

Point person and subject matter expert for the campus GME coordinators and administrative personnel. Assist campus with benefit issues related to eligibility and claims. Provide client contact changes with carriers and update all internal systems and campus facing contact sheets.

Campus Liaison

Collect and review plan documents and benefit attributes for accuracy and manage within internal systems. Manage and maintain accuracy of the benefits program brochures and custom website.

Participate in vendor and campus conference calls. Assist with planning the annual open enrollment and new resident/fellow orientations. Other duties as directed by the Program Manager and act as back-up to the Program Manager.

Bachelor's degree in related area and / or equivalent experience / training.

3+ years of Human Resource, Carrier, or Employee Benefits experience.

3+ years of employee benefits-related experience leading and implementing benefits design.

Strong analytical skills and a thorough knowledge of health and welfare design and administration.

Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.

Knowledge of all pertinent federal and state regulations and filing and compliance requirements affecting employee benefit programs including ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers compensation, Medicare, Social Security, and DOL.

Must work well with others in a fast-paced, customer service oriented environment and be responsive to co-workers and colleagues.

Must also work independently, with minimal supervision and have the ability to take initiative and create solutions.

Proficiency in Microsoft Office products such as Word, Excel and PowerPoint.

Excellent verbal and written communication skills. Required

Insurance industry background or knowledge of group insurance products.

Ability to learn and implement other programs quickly and efficiently. Preferred
